SIR: Respectfully referring to previous correspondence regarding the extension of the operations of the Light-House Board over the Red River, Louisiana; the Columbia and Willamette rivers, Oregon; the Atchafalaya River and its tributaries, Louisiana; the Great Kanawha, Tennessee, and Ohio rivers, the Saint Croix and Chippewa rivers, and the Illinois River, as contemplated by H. R. bills Nos. 2052, 3753, 4934, 4624, and 4486, respectively, the Light-House Board has the honor to recommend that the proper steps be taken to have the following paragraph added to each of these bills, namely:

All parties owning, occupying, or operating bridges over (here insert name of river) shall maintain, at their own expense, from sunset to sunrise, throughout the year, such lights on their bridges as may be required by the Light-House Board for the security of navigation; and all persons owning, occupying, or operating any bridge over the River shall, in any event, maintain all lights on their briege that

may be necessary for the security of navigation.

This provision is a copy of section 5 of the act to authorize the construction of bridges over the Ohio River, approved December 17, 1872 (17 Stat., p. 399), and a similar provision is to be found in other acts authorizing the erection of bridges over navigable rivers.

The board is of the opinion that should the attention of Congress be called to this matter the reasons for making the proposed amendment to the several bills specified will be apparent.

In response to a resolution of the House of Representatives, a statement of the agents of the Quartermaster's Department now employed in the investigation of claims under the act of July 4, 1864.

The Secretary of War has the honor to transmit to the House of Representatives a statement containing the information called for by the resolution of the House of the 14th instant, relative to the agents of the Quartermaster's Department now employed in the investigation of claims under act of July 4, 1864.
