SIR: I have the honor to inform the honorable Secretary of the Navy that the funds under appropriation "Contingent E. & R.," for the fiscal year ending June 30, 1882, are nearly exhausted, as per statement submitted within, and have to request that Congress may be called upon to appropriate under the said head, to be available for immediate use, to defray the accruing expenses during the remainder of the current fiscal year, the sum of twelve thousand dollars ($12,000).
